I dont think Austria is the sick man of Europe with regard to Radio broadcasting (except the ORF anomaly), you passed a "6 stations bill" and another DAB tender in the pipeline. There may be other candidates to hold "sick man" title, maybe Spain.
Yes, UK is a different story, that momentum of small-scale DAB launch...wow..no wonder, to use your terminology, UK is the healthy music man of Europe
One oddity about Radio Austria is that once they are officially granted the permanent use of a certain FM frequency they tend to use it temporarily, only to shut it down again a couple of months later. The reason for this is beyond my understanding and defies all logic. I am often inclined to think that they are not really serious about business. Also their website is often out of date, they are mentioning frequencies being on air, but in reality they are not.
It is rumoured that Radio Austria will be sold at some point, quite possibly to a foreign media organization or some other investor. I often have personal doubts about this as well, as I don't think that the weak FM frequencies and the limiting coverage across Austria would ever make enough profit to any potential investor to be of interest.
