OSM maps are downloaded from internet but some cache is used internally so if the tiles are already downloded in cache they should be shown in case that internet connection is not available.

I have just confirmed the problem is not Mate. Linux Mint Mate version in VirtualBox has no problem to display fonts in TII dialog map correctly.

I have a theory that it could be because you are using Mate desktop (based on Gnome 2 that is obsolete). I will check in the evening and let you know.
